The gulf lies between Egypt's Sinai Peninsula on the west and Saudi Arabia on the east. Prior to the Israeli attack on Egypt, Egyptian shore guns barred Israeli ships from using the gulf to reach Eilat, new Israeli port at the head of the gulf. When Israel withdrew from Sharm El Sheikh, it assumed that the U.N. would keep the narrow water route open to its shipping.

At 10:00 p.m. on May 16, the commander of United Nations Emergency Force, General Indar Jit Rikhye, was handed a letter from General Mohammed Fawzy, Chief of Staff of the United Arab Republic, reading: 'Due to these instructions our troops are already concentrated in Sinai on our eastern border. For the sake of complete security of all UN troops which install OPs along our borders, I request that you issue your orders to withdraw all these troops immediately.' The emissary who delivered the letter requested immediate withdrawal of United Nations troops.
