The king made this statement in the course of a speech delivered from the balcony of the royal palace. Among his audience were the ministers of the Balkan states who came to congratulate him. He added: "Should Europe still think of snatching Scutari from Montenegro, which has given her life blood to take it, Europe will have to carry out the task by force of arms."
