Dulles and Rhee Agree On Initial Draft Of Korean-U.S. Security Pact

SEOUL — Secretary of State John Foster Dulles and President Syngman Rhee will initial the draft of a security treaty between the United States and South Korea tomorrow. The announcement was made by members of Dulles party and the office of President Rhee. Rhee has demanded the treaty as one condition for South Korea going along with an armistice in Korea. President Eisenhower promised in June to negotiate a security pact, which still must be ratified by the U.S. Senate. The treaty was reported patterned closely after the security pact between the United States and the Philippines. It provides that the U.S. will come to the aid of South Korea in the event of new Communist aggression. It also provides for basing American troops in South Korea.

The Mutual Defense Treaty between the United States and the Republic of Korea is a treaty between South Korea and the United States signed on October 1, 1953, two months after the signing of the Korean Armistice Agreement which brought a halt to the fighting in the Korean War. The agreement commits the two countries to provide mutual aid if either faces external armed attack and allows the United States to station military forces in South Korea in consultation with the South Korean government.

The Berlin Conference of 1954 was a meeting of the 'Big Four' foreign ministers of the United States (John Foster Dulles), Britain (Anthony Eden), France (Georges Bidault), and the Soviet Union (Vyacheslav Molotov) from 25 January to 18 February 1954. The ministers agreed to call a wider international conference to discuss a settlement to the recent Korean War and the ongoing First Indochina War between France and the Viet Minh, but it failed to reach agreement on issues of European security and the international status of Germany.
