AT Fears Restrictions in Military Space Race
There is a growing concern among military men that civil. ian space projects - like tht Glenn flight and still-to-coms trips to the moon - may be handicapping the military space race with the Soviet Union. They fear that administra- ton attempts to preserve the image of peaceful uses OF space may be making it more difficult for the armed forces to prepare for the day when they will be needed to keer the peace up there. The three services do have space projects it was an All Force rocket of course that shot 1t. Col. John H. Glenn, jr., into space but the national space effort is oriented around the civilian National Aeronautics and Space Administration. The No. / NASA goal is q trip to the moon and back ahead of the Russians. The services will learn a lot from this project, but many Off GERS in space work wish more effort were going into research and development slante & toward military goals. Not Pressing Fight Now Air Force leaders are not carrying on a fight within the administration for a greater share of the space effort at this time, even though some Off GERS would like to. Actually, the military space effort is in a ferment stage, Air Force Secretary Zuckert said. 1--WE don't know exact ly where we are going. although we are considerably more firm in our goals than a year ago. Perhaps we could be farther along if we could do every thing ourselves. But the main job now is tc gain general knowledge about operations in space. NASA is a big help to us. We benefit when they spend their money so perhaps we can learn more than if space were strictly mill tary."

The American Telephone and Telegraph Company (AT&T) argued that using space for communications was just a modern representation of the submarine communications cables currently in use. AT&T proposed joint ownership of all of the communications satellites, with control based on the system facilities, but since AT&T had a majority of world communications this proposition was opposed by other communication companies. The Federal Communications Commission (FCC) proposed that the ten companies join in a pro-rata share of the system.

On September 12, 1962, a warm and sunny day, President Kennedy delivered his speech before a crowd of about 40,000 people, at Rice University's Rice Stadium. 'We set sail on this new sea because there is new knowledge to be gained, and new rights to be won, and they must be won and used for the progress of all people. For space science, like nuclear science and all technology, has no conscience of its own.'
