A US federal judge has overturned a Trump administration policy suspending immigrant visa processing for nationals of 75 countries, ruling that the measure was 'contrary to law' and exceeded the State Department's legal authority.

Law Is Unconstitutional; Judge Simonton Decides Against Bicycle Sidepaths.

At Harrisburg, Judge Simonton of the Dauphin county courts has handed down an opinion declaring unconstitutional the law providing for bicycle sidepaths. In his opinion, he says: The making and maintaining of street roads, sidewalks or sidepaths of whatever kind are certainly municipal functions; one of the most important duties of municipalities is to make and maintain these, and if the commission provided for in the act in question should exercise the powers delegated to them by the act, they would unquestionably be performing a "municipal function." We cannot doubt, therefore, that the act is repugnant to the section of the constitution above quoted. We are by no means satisfied that it is not also repugnant to other clauses of the constitution, but do not consider it necessary to determine this. We rest our decision on the conclusion we have just stated.
