Nicaragua State of Siege Is Lifted; Bandit Menace Is Believed Nullified—Election Freedom Is Goal
By the Associated Press MANAGUA, Nicaragua, July 9 — A state of siege decreed two months ago in the northern departments of Nicaragua to facilitate the government's drive against banditry was raised by an official decree effective today. President Moncada expressed belief that the bandit menace had been nullified, thus warranting this action. He said he desired to grant entire freedom to citizens to vote in the coming congressional elections, which are to be supervised by United States officials under Capt. A. W. Johnson, U.S.N. President Moncada also urged a reduction in salaries of all public servants, including members of the cabinet, senators, deputies, magistrates and the chief executive himself, believing that government employees should practice strictest economy. The newspapers said today that the cabinet had resolved to make an 80 per cent reduction in the budgets of the various ministries, bringing a saving of 100,000 annually. Irving Lindbergh, collector general of customs, said that the Nicaraguan government had paid all interest and amortization on its bond indebtedness for the past and had reduced the national debt 15 per cent. While economic conditions were not as good as last year, he said everything was being done to alleviate the acute situation due to the drop in the price of coffee by constructing highways and public buildings, thus giving employment to many.
