London, Feb. 12.--Japan and England have signed five-years' treaty guaranteeing to prevent dismembering of Corea or China. In case of war they are to stand together against aggression. The announcement made in parliament Tuesday night that England had abandoned its splendid isolation and entered into defensive alliance with Japan has created tremendous sensation here. The negotiations had been conducted with so much secrecy that the news was an absolute surprise to even those close to the government. The announcement was launched in the form of a parliamentary paper, giving the text of the agreement. It was concluded in London between Lord Lansdowne, secretary for foreign affairs, and Baron Hayashi, the Japanese minister, and was forwarded by the former on January 30 to Sir Claude Macdonald, the British minister at Tokyo. In explanation, the paper says the agreement may be regarded as an outcome of the events of the last two years. Throughout the Boxer troubles Great Britain and Japan had been in close and uninterrupted communication and actuated by similar views. "Each desire," says Lord Lansdowne, "that the integrity and independence of the Chinese empire should be preserved, and that there should be no disturbance of the territorial status quo, either in China or the adjoining regions."
