Germany Will Accept Peace Treaty Today; President Ebert's Cabinet Formally Agrees to Provisions of Document

BERLIN, Aug. 25. The peace treaty between the United States and Germany will be signed Wednesday. The cabinet gave the document final consideration at a special session early this evening, which was attended by President Ebert. The document will be signed by Ellis Loring Dresel, United States commissioner, and Dr. Friedrich Rosen, the German foreign minister who has been empowered by President Ebert, according to the German constitution, to affix his signature in behalf of the German republic. Mr. Dresel has received full credentials from the Washington government for signing. Restore Relations. Behind the statement that the treaty formally provides for the restoration of friendly relations and an immediate resumption of diplomatic and consular intercourse between the United States and Germany, no information was obtainable Tuesday night regarding the contents of the instrument. It is intimated, however, that there are no provisions included in it for the precise treatment of financial, commercial and economic issues, which are still in abeyance. It is said that these will be made the subject of future negotiations.

Occupation of the Ruhr

Between 11 and 16 January 1923, French and Belgian troops under the command of French General Jean Degoutte, initially numbering 60,000 men and later climbing to 100,000, occupied the entire Ruhr area as far east as Dortmund. The occupation of the heavily industrialized Ruhr district came in response to Germany's repeated defaults on the reparations payments required under the terms of the Treaty of Versailles. The French and Belgians intended to force Germany to supply the coal and other raw materials that were part of the reparations.
